CCM -­ Comitato Collaborazione Medica is an INGO founded in 1968 in Italy and specialized in the health sector. Its core mission is contributing to the development processes which safeguard and promote the right to health, by acting with an integrated approach on the health needs and by influencing the social-­‐economical determinants. CCM aims at improving health conditions of the population in low-­‐ income countries and intervenes through projects of international cooperation, education to the world citizenship, advocacy activities and interventions of health promotion in the context of migration processes. CCM cooperates with the local communities and authorities to strengthen and develop the health systems, to improve accessibility to and the quality of prevention and health care services. CCM cooperates with local organizations and promotes an integrated approach to the health by working directly with other local and international organizations in cross-­‐cutting sectors which help the complete well-­‐being of the individual. CCM has been continuously in South Sudan since 1983, with main focus on Warrap and Lakes States. In the country, CCM is MoH partner in supporting the development of integrated health and nutrition service delivery, to meet MoH priority targets according to the national health strategies and official guidelines. In Tonj South of Warrap state CCM is acting as CHD leading agency supporting primary health care services and Nutrition services and is supporting the Tonj County Hospital.*

To ensure smooth implementation of community and education activities related to the Primary and secondary Health care services in the Tonj County supported health facilities, Village Health Committees (VHCs) and Hospital.

CCM (Warrap State) intends to recruit:

Position: Community Mobilization Expert

Closing date: 30th August 2015

Duty station: Tonj, Tonj South, Warrap State
Contract duration: 6 month (3 month probation period), renewable

Starting date: Before the end of September

Terms of Reference

The Community Mobilization Expert is a key role within CCM projects requiring the activities outlined in the job description below to be fulfilled. The employee is expected to have the ability to develop and improve the functions of the position within the organization.

She/he will be part of a dynamic primary health care will be responsible for the provision of both curative and preventive activities as well as nutrition activities in the counties, at community level. She/he will report to the respective CCM County and State Coordinators. The employee works in close collaboration with the staff in CCM and CHDs in the Counties.

Objective of the position

  • Enhance hygiene and sanitation knowledge, attitudes and practices in the target communities;
  • Improve the link between health services and the promotion of hygiene and sanitation practices across the target communities, mainly in the areas of epidemiological surveillance, infectious/communicable diseases water ‐transmitted diseases and health promotion;
  • Facilitate the capacity building of local institutions and reinforce the role of the community in the promotion of best health practices;
  • To promote the creation and strengthening of Boma Health Committee through training and community activities;
  • To participate and encourage the regular implementation of BHC Feedback Meetings
  • To promote Health Education though dedicated activities in schools, and at community level.
  • To encourage, support and capacity build the role of the BHC at facility level.
  • Collaborate with CCM project team for the timely and effective implementation of project activities.

Main responsibilities

  • In collaboration with the County , State Coordinator and with relevant stakeholders, coordinate Health and Hygiene Promotion component of CCM implemented project in the target area;
  • Ensure and supervise the proper and timely collection and sharing with institutional partners of relevant community related data;
  • Organize and implement training and supervise the work of Home Health Promoter’s (HHPs)/CCM volunteers in the project areas
  • Contribute to the development of IEC materials and to the organization of WaSH / Malaria/ Hiv&AIDS/ Breast feeding sensitization and raising awareness campaigns;
  • Link with relevant institutional partners, to improve community sensitization on Hygiene and Sanitation;
  • Organize and implement trainings for the Water Management Committees and/or other relevant stakeholders on proper management and maintenance of water points within health facilities;
  • Link with the Education institutional partners to enhance Hygiene and Sanitation activities targeting teachers and students (training of teachers, creation/supervision of school health clubs, health talks, deworming activities, etc.);
  • Link with all relevant stakeholders operating in the WaSH sector in the project catchment area, to build synergies and prevent overlapping;
  • Collaborate with CCM project team to include WaSH/Health activities in the larger Primary Health Care project component;
  • If required, participate in the conduction of need -assessments and/or surveys in the project catchment area and assist the County Coordinator in the development of new project proposals;
  • Periodically report to the County Coordinator on the activities carried out and collaborate with the PM for the organization of the monthly and quarterly activities plan.
  • Facilitate the Capacity building of the County Health Department on community mobilization
  • Assist CCM project staff in the supervision of service provision in the counties
  • Assist CCM project staff in the organization of training to local health personnel on epidemiological surveillance, prevention and treatment of communicable diseases, hygiene and sanitation promotion, FP/RH;
  • To collect and analyze relevant data and collaborate in the preparation of Donors reports.
  • To participate and represent –when request- CCM in Cluster and Coordination meeting at State/National level.

Profile Requirement

Main Requirements

  • Minimum Degree/Diploma in Environmental health sciences Public health, Health promotion, Clinical Officer, Registered Community Health Nurse, or similar.
  • Minimum 2 years relevant experience in Health Promotion at community level
  • Basic IT skills
  • Fluency in both oral and written English
  • Team work inclination
  • Flexibility and willingness to work in remote areas
  • Holder of a valid passport

Desirable Requirements

  • Trainings on community mobilization/community-based approaches
  • Previous experience as a trainer
  • Previous work in South Sudan
  • Basic knowledge of local languages (Dinka or Arabic)
